During the January and February 2023 weather events the Auckland System Management Alliance, which operates and maintains the Tamaki Makaurau motorway network for Waka Kotahi, faced a challenge to ensure the network stayed safe and operational, keeping communities connected.

The Alliance ran a 24/7 Incident Management Team that worked hand in hand with ATOC, AT and the emergency services to address major issues and find ways to keep the essential transport lifelines open. During the event, the ASM dealt with over-capacity stormwater systems and geotechnical asset failures, and moving on to the long-lasting effects that extend throughout the network.

The team are progressing best utilisation of resilience and renewals funding to address the ongoing problems and using the principles of Kaitiakitanga to steward the network assets through the onslaught of climate change. The asset managers are working closely with network neighbours, stakeholders and the wider community including Mana Whenua to build a stronger more resilient network using future-thinking innovative solutions.

Structural Asset Management (ASM Alliance)

David Withers is a Principal Engineer in the Bridge and Civil Structures team currently seconded to the Auckland System Management (ASM) Alliance as the Structural Asset Manager. David acts as the Structural Inspection Engineer (SIE) on behalf of Waka Kotahi for the Auckland Motorway Network. David obtained Chartership in the UK with the Institution of Civil Engineers (ICE) before moving to New Zealand in 2017.
